Heinsberg county council aims to provide accurate and up-to-date information on its Website. 3. Data privacy

Heinsberg county council takes the protection of personal data seriously. We want you to know when we store which data and how we use the data.
Personal data
Personal data is information that can be used to find out your identity. This includes information such as your name, email address, postal address, telephone number. Information that is not directly connected to your real identity (for example, favourite website or number of visitors to a site) does not fall in this category. You can use our on-line service without revealing your identity. If you send us a form with a request or a questions you might be asked your name and other personal information. It is within your discretion to use these possibilities. We would like to advise you that this information might be accessed, falsified, or deleted by unauthorized persons while transferred. Therefore one should consider sending confidential information by post. In connection with your access our servers store backup data which might enable an identification (for example, IP address, date and time and opened pages). There is no person related evaluation. We reserve the right to use anonymous data sets for statistical evaluations.
Passing on personal information to a third party
We will use your personal information only within the county administration and affiliated offices and departments. We will not pass on your data to a third party without your express permission. As far as we are legally obliged or per court order we will pass on your data to persons entitled to receive the information.
Minors
Persons under the age of 18 should not pass on personal data without the permission of their parents or legal guardians. We do not request personal data from minors and do not collect or pass on such data to third parties.
Links to other Websites
With its verdict from 12 May 1998 the Hamburg county court decided that a person who implements a link might be held responsible for the contents of the linked up page. According to the county court this can only be prevented if the person executing the link expressly distances himself from the contents of the linked page. Heinsberg council declares clearly that it has no influence on the design and the contents of the linked pages. Thus, Heinsberg county council distances itself explicitly from all contents of all linked pages on its Homepage and does not adopt any of the contents. This statement applies to all links displayed on the Heinsberg county Homepage and for all contents of the pages that the banners and links registered by county Heinsberg lead to.
Electronic communication
In email communication, information can be viewed, falsified, or deleted by unauthorized persons. Communication via email is at the user's own risk. Currently applications or statements that must be in writing cannot be submitted in electronic form in accordance with § 3a VwVfG NW. Heinsberg county council cannot yet meet the technical requirements for the reception of electronic documents with a qualified electronic signature in accordance with the signature laws. 

4. Liability

As far as possible Heinsberg county council does not accept liability which would only apply in cases of intent and gross negligence.

5. Severability clause
